Dozens of Del. Post Offices to End Bulk Mail Service Tuesday

GEORGETOWN, Del. - Dozens of post offices across Delaware will stop accepting bulk mail beginning Tuesday afternoon, the United States Postal Service said.

In efforts to centralize service, only facilities in Georgetown, Dover, Newark and New Castle will accept bulk mail, spokesman Ray Daiutolo said. Previously, customers could drop off bulk mail at just about any post office across the First State.

"Centralizing this operation will make it so that we can keep one person, who's up to date on all the regulations, in this one office," said John Doudy, officer-in-charge of the Georgetown facility.

Daiutolo said the move will reduce discrepancies and confusion over frequently changing bulk mail regulations. He said the changes are not cost-saving measures. Doudy said the Georgetown location's work load will likely increase from 30 bulk mail customers to about 300 when the changes are implemented. Most customers will have up until 12 p.m. or 12:30 p.m. Tuesday before the change goes into effect.

Bulk mail is generally used by companies who send large quantities of items. The companies can set up an account, similar to a bank account, where funds are deducted when mail shipments are dropped off at the post office. Often times, the Postal Service will negotiate a special shipping price for customers depending on their product and quantity, Daiutolo said.

Milford businessman Wyatt Hammond opposes the change in service. He said his company, F.D. Hammond Enterprises, processes about 110,000 pieces of bulk mail a year. Currently, an employee transports that mail to the Milford branch just minutes away. Beginning Tuesday, the company will have to take the mail to Dover or Georgetown.

"I've been looking at moving to a post office that's closer," Hammond said.

One of Hammond's companies prints flyers with information on regulations for the trucking and busing industry. He said some have suggested he move his product to the internet to save on transportation costs, but he said that would only hurt business.

"We get a lot of referral business. We get that business because we send out a piece of paper in the mail," Hammond said.

Bulk mail customers can contact their local post office to see where they will have to take bulk mail. In general, facilities in Kent County will transfer the duty over to the Dover Post Office and facilities in Sussex County will transfer service to the Georgetown Post Office.

Daiutolo said the changes only affect service in Delaware. Similar changes are underway in portions of New Jersey and Florida, he said.
