SALISBURY, Md.- There are new plans to clear a blocked culvert in Salisbury that caused flooding last weekend on Route 13 at Priscilla Street.

On Wednesday, the Norfolk Southern Railroad Company agreed to bring in an excavator to try and clear the culvert which is between Emerson Avenue and Northwood Drive.

The culvert is underneath railroad tracks in a heavily wooded area. It is still blocked with unknown debris.  Salisbury crews tried using their equipment to fix the problem but the clog was too deep.

The culvert is only accessible by a small access road which makes it difficult to bring in large equipment.

Chip Messick of the Salisbury Department of Public Works said if the excavator doesn't work, a large pump may have to be rented to drain out the water and remove the debris inside the pipe.

The blockage flooded a portion of Business Route 13 and forced Salisbury to condemn nearby homes on Middleneck Lane due to water damage.  The culvert's drainage area is 2,700 acres.
