Builder Defends Right to Expand Development

LEWES, Del.- A Rehoboth Beach developer is at odds with homeowners over how he conducts business.

Mike Mock of Dove Knoll developments and his project manager Bob Benson have offered $10,000 to homeowners willing to support a proposed extension project on the existing development.

Mock wants to add more than 100 houses, tennis courts, and swimming pools to the residential community near Lewes.

Benson said the money is an incentive to encourage development in the community.

However, some homeowners see a different side to the money, saying its all about buying the 51 percent of the votes Mock needs to begin the project.

"It says the plan is not good and for him to get the votes he needs, he needs to offer someone $10,000," said Dove Knoll Homeowner's Association President Bill Heisey.

The two sides met on Thursday, May 10 in a public hearing at the Sussex County Planning and Zoning Commission.  There, the commission chose to defer its decision and leave the record open. Commission members said they needed more time to research the 51 percent vote threshold.
