Former Salisbury Cop Indicted on Sex Charges

SALISBURY, Md.- A Wicomico County Grand Jury on Monday indicted a recently fired Salisbury police officer who is accused of raping a woman he arrested late last month. 

Twenty-six-year-old Tracy Ross Sparpaglione of Laurel, Del., was indicted on second-degree rape, third- and fourth-degree sex offense, misconduct in office and first- and third-degree burglary charges.

The grand jury indictment indicates that on the date of May 26, Sparpaglione arrested a Salisbury woman for second-degree assault.  Following the woman's release later that day, Sparpaglione allegedly went to her Priscilla Street home and raped her, according to the grand jury statement of charges.

After the rape accusation came to light, the Salisbury Police Department fired Sparpaglione four days later on May 30.

In a Monday afternoon press conference, Wicomico State's Attorney Davis R. Ruark said he hopes what happened will not damage respect for other members of law enforcement.

"I want to reassure anybody in the public that the overwhelmingly vast majority of police officers- whether Salisbury city officers, deputy sheriffs, state troopers- are honest, good, decent people who have a very difficult job and go out and do it extremely well," Ruark said.

Sparpaglione faces up to 30 years in prison if convicted of second-degree rape. There is no word yet as to when Sparpaglione will appear in court to answer to the charges.

    Police said that on Monday morning, Dec. 9, detectives  executed search warrants on a home in the 100 block of Holly Ridge Drive and at the Kiki Spa, located on East Commerce Street in Smyrna.  

    Officers took James Walls, 61, and Sha Shen, 64, both of Smyrna, into custody.
