LAUREL, Del. - Police say a two people were arrested after witnesses saw them in a pick-up truck with a 2-year-old boy hanging onto the rear of the vehicle in Laurel in March.
Delaware State Police say on Friday, detectives arrested the mother, Ashley M. Bell, 20, of Laurel, for endangering the life of her son.
Bell was arrested with Christopher W. Swank, 24, of Laurel, for his involvement in endangering the welfare of the boy. Swank was taken into custody on Wednesday. According to investigators, in March, a member of the community saw Bell's 2-year old son forced to hold onto the ball hitch of a pick-up truck while Swank accelerated the vehicle on private property.
Police say while the vehicle was in motion, Bell was a passenger in the vehicle. The child would hold onto the ball hitch until speeds got too high at which time the child would then fall to the gravel driveway at the rear of the truck, authorities say. Police say the witness confronted Bell about the situation.
In the following months, the witness said they saw the child with injuries and had reason to believe that the child was still being endangered. Police say at this time, the witness contacted the Division of Family Services who subsequently contacted authorities regarding the matter.
As the investigation unfolded, authorities say it was determined that Bell and Swank were engaged in this type of behavior on more than one occasion.
Bell has been charged with six felony counts of first-degree reckless endangering creates a substantial risk of death to another. Bell was locked up $30,000 bond.
Swank was initially charged with one felony count of first-degree reckless endangering creates a substantial risk of death to another and was locked up on $10,000 cash bond. Additional charges are pending.
The child sustained minor injuries and has been placed in the custody of his father and is safe, police safe.
