SALISBURY, Md. (AP)- Developers say they are not making any changes to their plans to build new retail space and housing units at the former Salisbury Mall site.

Jon Natelson, a partner with Salisbury Mall Associates LLC, says the project is going forward despite the downturn in the economy and lawsuits filed by two contractors.

Plans for The Villages at Salisbury Lake call for 350,000-square-feet of commercial space and 685 residential units. Natelson says the retail space will be built first, because no builders will sign contracts for the residential section.

He says the developer is in negotiations with a contractor to build the commercial space.

Salisbury Mall Associates must submit a final development plan to the city and county zoning department by March 1.
