    The town of Milton has a small population, just over 2,500 but it's seen some growth in the business community over the last couple years, as it has embraced a state pop-up program. This year, it has four businesses, looking to tap into federal money, more than any other town in the county. The Pop-up program, controlled by the Delaware Economic Development Office gives new, viable businesses free rent for three months during the holiday season.More
