DOVER, Del. (AP)- State lawmakers are returning to Dover for the start of a new legislative session.
As always, the first day back on Tuesday is expected to focus more on ceremony than substance, as lawmakers welcome visitors to Legislative Hall, pose for pictures and offer tributes.
The real work will begin in earnest later this year after lawmakers get a look at the proposed fiscal 2013 budget that Gov. Jack Markell will unveil in a little more than two weeks.
Having tackled controversial social issues such as same-sex civil unions and medical marijuana, lawmakers are expected to focus this year on money issues, including how to rein in soaring Medicaid costs.
