BALTIMORE (AP) - A campus police report describes a Maryland student accused of eating a slain man's heart and brain as a "Virginia Tech waiting to happen."

The Virginia Tech reference was made by Staff Sgt. Robert Edwards, a senior military instructor at Morgan State University.

The report was filed following a December outburst in a university building months before 21-year-old Alexander Kinyua was charged last week with the death and dismemberment of 37-year-old Kujoe Bonsafo Agyei-Kodie.

The report does not provide any rationale for the reference to the Virginia Tech massacre in which 32 students were killed by a student who killed himself. The report does say Kinyua was barred from campus until a meeting with school officials.

University officials could not immediately provide The Associated Press with the report.
