Lewes Man Arrested for Home Improvement Fraud

BETHANY BEACH, Del.- Delaware State Police detectives arrested a Lewes home builder following accusations that he failed to complete work on a home in Bethany Beach.

The investigation into the incident began on June 5, after a 68-year -old Lewes man notified state police detectives about a possible home improvement fraud.

The victim told detectives on November 30, 2009 he had entered into a contract with 42-year-old Kevin Klabe, owner of Klabe Homes in Lewes.

According to investigators, the contract stated that Klabe was to be the general contractor for renovations that the victim requested on a home in Bethany Beach. Authorities said that during the following six months, the victim paid Klabea total of $230,500. Police said that as the general contractor, Klabe was to then pay several sub-contractors who had performed work on the home. Police said the victim, however, found out that Klabe failed to pay the sub-contractors and also failed to complete the work on the home as promised.

Detectives obtained warrants on Klabe charging him with home improvement fraud, theft over $100,000 and failure to pay contractors within 30 days 

He turned himself in on June 26 and was released on $34,000 unsecured bail.
