Police: Repeat Sex Offender Registered Homeless in Dover - WBOC-TV 16, Delmarvas News Leader, FOX 21 -

DOVER, Del.— Delaware State Police say a Tier III (high-risk) sex offender has registered as homeless in Dover.

Police said 41-year-old Richard Bellemare is a 197 pound, 5-foot-11 man with black hair and brown eyes. Bellemare was arrested in 2007 for exposing himself to a child under the age of 16.
