Dover Police Seek Assault Suspect

DOVER, Del.—  Dover police are looking for a man accused of pistol-whipping another man before allegedly firing a shot into a vehicle occupied by the victim's three children.

Officers responded to a reported shooting at around 12:30 p.m. Tuesday, July 17, on the 100 block of South New Street. Police said a 27-year-old man reported he had been sitting in his vehicle with his three children when Luis Clark approached him, pulled out a handgun, and struck the victim several times in the face with the gun, causing numerous cuts.

Investigators said Clark then fired one round into the vehicle where the children were sitting and then ran away with the gun. Officers said they encountered Clark's brother Donald Clark minutes later and said he had two handguns, including one that Luis Clark had used during the assault.

Donald Clark, 32, was arrested for tampering with physical evidence and two counts of possession of a firearm by a person prohibited and ordered held in the James T. Vaughn Correctional Center in default of $9,000 secured bond.

Police obtained a warrant for Luis Clark charging him with second-degree assault, possession of a firearm during commission of a felony, possession of a firearm by a person prohibited, first-degree reckless endangering, aggravated menacing, and tampering with physical evidence.

The victim was treated at Bay Health Medical Center and released.
