Clayton Man Charged With Raping Pre-Teen Boy

CLAYTON, Del.- Delaware State Police have arrested a Clayton man accused of raping a pre-teen boy over a one-year period.
 
Carl W. Savin, 19, is charged with 19 counts of second-degree rape.
 
Investigators said the incidents started when the victim was 11-years-old, with the last reported incident having happened when he was 12. 
 
Police said Savin would sexually assault the boy whenever the child and his family would visit relatives with whom Savin was living. Investigators said the victim, who is now 13, came forward to disclose this information to detectives on Friday, Aug. 10, after he informed a family friend about what Savin had allegedly been doing to him.
 
Savin was taken into custody on Tuesday, Aug. 14, and charged with the aforementioned offenses. He was ordered held in the James T. Vaughn Correctional Center on $478,500 secured bail.
