Bay Foundation Cites Legal Threat to Restoration

BALTIMORE (AP) - The Chesapeake Bay Foundation says a Baltimore law firm is asking rural counties to challenge the new federally lead bay restoration effort.

The foundation said Tuesday that it has sent a letter to Gov. Martin O'Malley, calling the effort the most serious attack on clean water that it has seen in Maryland.

The governor posted the letter on his web blog, saying restoring the bay will take a coordinated effort and he wanted to share what he called a disturbing letter about an effort that threatens to undermine that effort.

David Funk, of the Baltimore law firm Funk & Bolton, says the firm is representing local governments that are trying to determine what is the most cost effective way to restore the bay.
