HARRINGTON, Del- The Harrington Police Department says a teenager is behind bars after allegedly raping a young child.

Detectives launched an investigation in October after report of a sexual abuse complaint from Division of Family Services. According to authorities, the investigation resulted in the arrest of 19-year-old Cody M. Hiester, of Dover.

Police said the incident occurred in a home in the 200 block of Weiner Avenue between December 2009 and January 2010, when Hiester was 16 and the victim was 4. According to reports, detectives determined that this happened on one occasion.

On Thursday, Nov. 15, Hiester turned himself in and was charged with one count of first-degree rape and one count of endangering the welfare of a child. He is being held at the Sussex Correctional Institution in default of $16,000 bond.
