Former Del. Man Wanted for Child Rape Arrested in Texas

DOVER, Del.- A former Delaware man accused of raping a 9-year-old girl at a mobile home in Dover a little more than a year ago has been arrested in Texas.

Dover police said 52-year-old Frank E. Smith Jr. was arrested Sunday, Dec. 2, at his home in Pasadena, Texas, by members of that city's police department. He is being held without bail while awaiting extradition back to Delaware where he will face charges of first- and second-degree rape, as well as second-degree unlawful sexual contact.

According to Dover police, on Nov. 13, departmental detectives began investigating a alleged child rape that had occurred approximately a year before at Smith's then-home in the Dover East Mobile Home Park on South Little Creek Road. Police said the investigation revealed that Smith, who was a neighbor and family friend, forced the 9-year-old victim to have sexual intercourse and then threatened her not to say anything.

Police said Smith then left the area and moved to Texas, where he was taken into custody on a warrant charging him with the aforementioned offenses.

No photo of the suspect is presently available, authorities said.
