








RICHMOND, Va. (AP) - Two issues that were studied by the Virginia State Crime Commission are coming before a legislative panel.
One proposal targets financial crimes against elderly or incapacitated adults. Legislation dealing with the issue has failed several years in a row as lawmakers struggled to protect the vulnerable without making criminals out of well-intentioned caregivers and others. The crime commission tried to strike the right balance this year.
The commission also is backing bills to crack down on illegal cigarette trafficking.
The measures are pending in the Senate Courts of Justice Committee, which meets Monday.
