LANSDOWNE, Va. (AP) - President Barack Obama is telling House Democrats that one fundamental question will guide the policies he seeks to put in place during his second term.

He says that question is: Does the policy give everyone a fair shot and is everyone doing their fair share and playing by the same rules?

Obama said the economy grows fastest when there is a level playing field.

In remarks Thursday to House members from his own party during their retreat in northern Virginia, Obama also provided some insight into the State of the Union address he will deliver Tuesday night.

Obama said he will talk in the speech about job creation, education, clean energy and taxes and spending among other issues.
