HARRINGTON, Del.- Police say a traffic stop led to a 46-year-old Harrington man being charged with his fourth DUI offense.

Harrington police said that on Wednesday, Thomas J. Lepera was pulled over for a traffic violation on Commerce street and a strong odor of alcohol was detected from his vehicle.

Officers said when they attempted to administer field tests to Lepera, he refused them and refused to blow into the intoxilyzer.

Lepera was taken into custody and transported to Milford Memorial Hospital for a blood draw. After completing the blood draw, Lepera was transported to the Harrington Police Department and processed. According to police, a computer check revealed that Lepera had three previous DUI convictions. He was charged with fourth offense DUI, failure to have insurance identification in possession, failure to have registration in possession, failure to have license in possession, failure to signal turn and two counts of failure to remain in a single lane.

Lepera is being held in the Sussex Correctional Institute in default of $4,006 secured bond.
