Woman Accuses Sussex County Councilman of Sexual Abuse

MILFORD, Del.- The woman accusing a Sussex County councilman of sexual abuse is coming forward with more details about her side of the story.

Katelynn Dunlap, 20, of Lincoln, spoke to Delaware 105.9FM NewsTalk on Thursday in an hour-long interview, answering a variety of questions in regards to her lawsuit against councilman Vance Phillips.

The lawsuit filed in Kent County Superior Court alleges that Phillips forced sex on Dunlap several times in 2011, beginning a few weeks after she turned 18. The 17-page complaint includes graphic details involving bondage and sex toys during the sex acts that she says happened in Kent and Sussex counties.

"He led me to believe that it was my fault," said Dunlap in her radio interview. "I had never had sex before and it was very confusing and devastating to me. He made me feel so ashamed, and abnormal, and embarrassed."

Phillips has vehemently denied the allegations.

"Truth is on my side and I am confident it will prevail at the appropriate time," said Phillips in a statement released to WBOC News.

Delaware State Police interviewed Dunlap and investigated, but no charges were filed.
