Dover Man Arrested for 5th Offense DUI

HARRINGTON, Del.- Delaware State Police say a weekend traffic stop has led to the arrest of a 33-year-old Dover man for his 5th offense DUI.

Police said that shortly before 4 p.m. Sunday, a trooper on patrol in the area of South DuPont Highway (US13) and Canterbury Road in Felton observed the driver of a Nissan Sentra not wearing his seatbelt. Police said the trooper conducted a traffic stop on the vehicle and made contact with the driver, who initially gave a false name. 

Authorities said that it was determined through the investigation, and a computer check, that the driver was in fact, Raymond A. Warncke, who was in violation of a court order and not to be in contact with a 40-year-old female passenger in the car. Police said that as the trooper was speaking to Warncke, an odor of alcoholic beverage was detected and a DUI investigation ensued.  Warncke was taken into custody and found to be in possession of approximately 11 grams of marijuana, according to police. Police said after Warncke was transported back to Troop 3 near Camden where a computer inquiry into Warncke's driver's license revealed he had four previous DUI convictions in 2005, 2006, 2008 and 2011. 

Warncke was charged with 5th offense driving under the influence of alcohol, criminal impersonation, possession of marijuana, driving while suspended and revoked, breach of release and failure to wear seatbelt. He was ordered held in default of $16,501 secured bond.

According to the Delaware Sex Offender Registry, Warncke is a moderate-risk sex offender who was convicted in 2002 of fourth-degree rape of a victim between 12 and 15 years of age.
