Seaford Sex Offender Charged with Rape

SEAFORD, Del.- Delaware State Police have arrested a registered sex offender from Seaford accused of raping a 15-year-old girl.

According to police, early Monday evening staff at Nanticoke Memorial Hospital notified troopers that a 15-year-old girl had been brought in to be examined following a sexual assault. 

Police said the ensuing investigation revealed that the victim was at a home located on the 2000 block of Stein Highway when 28-year-old Olan F. Morgan of Seaford came to the house and knocked on the door. Investigators said when the victim opened the door, Morgan pulled her outside and began kissing her and touching her inappropriately.  The victim was then released by Morgan and ran back into the house where she called relatives for help, police said.
 
Authorities said Morgan, who is a Tier I (low-risk) sex offender from a third-degree unlawful sexual contact conviction in July of 2010, was taken into custody at his home. He was arrested and charged with unlawful sexual conduct against a child by a sex offender, three counts of fourth-degree rape, and endangering the welfare of a child.  He was ordered held on $15,000 cash only bail.
 
Police said that because of the sensitivity of this case, and in consideration of the victim, only limited information will be released.
