DOVER, Del.- Dover police say two people are facing charges after they were observed making a drug transaction on a city street early Tuesday evening.
Police said that at around 6:30 p.m. Tuesday, officers arrested 36-year-old Undray Moaney, of Dover, after observing a drug transaction involving a vehicle stopped in front of the Liberty Court Apartments on Walker Road.
According to police, Moaney had in his possession a bag containing 1.8 grams of cocaine in his pants' pocket.
Officers then stopped the vehicle and arrested 61-year-old Mildred Waters, also of Dover, who police said was found to have 4.5 grams of marijuana in two plastic bags, which she had just purchased.
Police said two children, ages 9 and 1, were in the vehicle with Waters at the time of the traffic stop.
Moaney was charged with possession with intent to distribute cocaine, possession with intent to distribute marijuana, second-degree criminal solicitation, two counts of endangering the welfare of a child and possession of drug paraphernalia. He was released after posting a $1,550 secured bond.
Waters was charged with second-degree criminal solicitation, two counts of endangering the welfare of a child, possession of drug paraphernalia and possession of marijuana. She was released on a $2,500 unsecured bond.
