Police Arrest Ellendale Man for Rape Incident

MILFORD, Del. – A19-year old Ellendale man is behind bars for a sexual assault incident that happened June 20.

Milford Police arrested Charles Kifer, 19, and charged him with Rape 2nd Degree, Attempted Rape 2nd Degree, Strangulation, Unlawful Imprisonment 1st Degree, and Offensive Touching.

Police say the arrest happened following the rape of a 17-year old female near Bowman Road back in June. Officials say Kifer forced the girl to perform sexual acts, struck her in the face, and strangled her multiple times.

Police went to arrest Kifer at a home in the 400 block of Main St. in Ellendale, and found Kifer in the attic.

Dawn Kifer tried to prevent police from making the arrest, and was charged with Hindering Prosecution and Resisting Arrest.

Dawn Kifer was arraigned and released on $1,000 unsecured bond. Charles Kifer is still in custody on $104,500 secured bond.
