Del. Prison Sex Abuse Agreement in Dispute

WILMINGTON, Del. (AP)- Attorneys for Delaware's Department of Correction and the American Civil Liberties Union have been ordered to meet with a federal magistrate to try to resolve a dispute over a consent agreement designed to protect female prisoners from rape and sexual assault.

The ACLU claims the state has failed to meet a September 2012 deadline to comply with a 2011 consent agreement, which includes provisions for improving security monitoring and staff levels and for inmates to lodge complaints related to sexual abuse. The DOC says it has complied with the agreement and that the ACLU's complaints amount to nitpicking.

A federal judge declined to hear arguments in the dispute Monday and instead ordered attorneys to meet with the magistrate, who will report back to the judge within 90 days.
