Georgetown Couple Arrested on Heroin Charges

GEORGETOWN, Del.- Members of the Delaware State Police Governor's Task Force and Drug Task Force have arrested a Georgetown couple on heroin possession and related charges. 
Troopers said state police detectives, with the assistance of officers from the Georgetown Police Department, were responding to information received that 31-year-old Betsy C. Lecates was buying and using heroin in the Georgetown area. 

Police said officers and detectives observed Lecates driving in the area of East Redden Road and South DuPont Boulevard (US113) when she committed a traffic violation.  A traffic stop was conducted and as detectives were waiting for her to retrieve her documents, they said they observed what appeared to be bags of heroin in her purse.  Lecates got out of the vehicle and was taken into custody without incident.  A search of her vehicle allegedly revealed 11 bags of heroin totaling .22 grams, according to police.
Further investigation led detectives to Lecates' boyfriend's house located in the 18000 block of East Redden Road, where 31-year-old Brian L. Spencer was contacted. Police said a search warrant was granted at the home and troopers located 12 bags of heroin weighing approximately .24 grams.
Lecates and Spencer were both transported back to Troop 4 where Lecates was charged with possession of heroin and two counts of possession of drug paraphernalia. Spencer was charged with possession with intent to deliver heroin, second-degree conspiracy, possession of heroin and two counts of possession of drug paraphernalia.

Spencer was released on $6,400 unsecured bond while Lecates was released on $3,000 unsecured bond.
