Police said Miller's arrest stemmed from an incident that happened late in the evening of Sept. 9, when the 23-year-old victim was shot multiple times in the lower back on the 100 block of South New Street.

Investigators said that after the shooting the victim was located on the ground and was found to be in possession of 2.1 grams of crack cocaine and a large amount of cash.
