Suspect Charged in Attempted Robbery at Dover McDonald's

DOVER, Del.- A suspect is behind bars following accusations that he pistol-whipped a man during an attempted armed robbery that occurred in the parking lot of a McDonald's restaurant in Dover on Monday afternoon. 

Dover police said the incident happened at around 2:38 p.m. when officers received a 911 call stating that a 58-year-old victim was the victim of a robbery that occurred in the parking lot of the McDonald's at 879 North DuPont Highway. 

Police said the victim, who is an employee of the business, was walking out to his vehicle when 46-year-old Ramon Ruffin of Dover pointed a handgun at him and demanded his wallet.  The victim was struck in the head with the handgun by Ruffin and a struggle ensued, according to police. 

Ruffin allegedly pistol-whipped the victim in the head and face numerous times during the struggle, police said. Investigators said that as the robbery was taking place, a 57-year-old male victim was entering the parking lot and witnessed what was happening between Ruffin and the original victim. Police said that as Ruffin got into a white minivan, he pointed the handgun at the second victim. The second victim was able to obtain the license plate information of Ruffin's minivan and notified Dover police. 

A short time later, Dover police officers observed the minivan in the area of North Dupont Highway and Scarborough Road. Police said that once officers attempted to stop the minivan, Ruffin fled, leading officers on a traffic chase in which he struck two other vehicles. The chase ended when Ruffin struck a pole in the parking lot of Delaware Technical and Community College, according to investigators. Police said that after the crash, Ruffin ran but was taken into custody. 

A search of the minivan by detectives resulted in the seizure of a loaded .45 caliber handgun discovered to be stolen from Richmond, Va., police said.

Ruffin was charged with attempted first-degree robbery, first-degree assault, possession of a firearm by a person prohibited, aggravated menacing and resisting arrest. He was ordered held on $212,000 cash bond.

Police said Delaware Tech was on lockdown status for approximately 15 minutes, when the all-clear was given. 

Authorities said the robbery victim suffered numerous broken bones and lacerations to the head and face area as a result of being struck several times with the handgun by Ruffin, but is expected to recover from his injuries with further treatment.
