Tips Lead to Arrest of Accused Del. Flasher

FELTON, Md.- Delaware State Police say tips from the public helped lead to the arrest of a man accused of exposing himself inside a Felton convenience store.

Garland J. Citizen, 60, of Felton, is charged with disorderly conduct and second-degree indecent exposure.

Police said Citizen's arrest stemmed from an incident that occurred in early December, when   he entered the Shore Stop located at 12984 South DuPont Highway and purchased coffee and a paper. According to police, Citizen then went to an area of the store where there are tables and sat down. Troopers said that a few moments later, the 51-year-old female employee noticed Citizen stand up and expose his genitals. He then left the business in an unknown direction, police said.

According to police, surveillance photos from the incident sent out to news outlets and posted on social media sites led to numerous tips from the public. As a result, the investigating trooper arrested Citizen at his home on Tuesday, Jan. 14. After being charged with the aforementioned offenses, Citizen was ordered held on $2,000 secured bond.
