ANNAPOLIS, Md. (AP)- Gov. Martin O'Malley's legislative priorities will include a measure to advance efforts to create a unified communications network for first responders.

Nina Smith, O'Malley's press secretary, said more details about the governor's top goals for the legislative session will be released Monday.

A main focus will be to raise the minimum wage to $10.10 by 2016. The current wage is $7.25 an hour. O'Malley, a Democrat, also wants to index the minimum wage to keep up with inflation.

His minimum wage proposal also would increase the cash wage rate for tipped workers from 50 percent to 70 percent of the minimum wage.

Lt. Gov. Anthony Brown will push for added protections for domestic violence victims, and an expansion of prekindergarten.
