DOVER, Del. (AP) - Delaware Gov. Jack Markell is set to deliver his annual State of the State address to a joint session of the General Assembly.

The Democratic governor is expected to focus on job creation and ongoing efforts to improve Delaware's schools in Thursday's speech.

While state budget officials and lawmakers have warned that money will be tight as they prepare a budget for the fiscal year starting July 1, Markell refused to say last week whether he would be proposing any new taxes or fees to help meet the state's budget needs.

Markell also declined to say whether he would be proposing a pay raise for state employees but noted that a new compensation plan for teachers that his administration is exploring is not intended to affect the upcoming budget year.
