Lt. Gov. Anthony Brown Proposes Dream Act Fund

SILVER SPRING, Md. (AP) - Lt. Gov. Anthony Brown is proposing to create a student loan fund to help students who are not legal residents pay for college.

Brown, who is running in the Democratic primary for governor, announced the policy proposal on Thursday in Silver Spring.

Maryland voters approved the state's version of the Dream Act in a ballot question in 2012. It enables students who are in the U.S. illegally to pay in-state tuition in Maryland, if they can show they or their parents paid state income taxes.

Currently, students attending college under the Dream Act are ineligible for federal loans. Brown says the Dream Fund would extend loans to Maryland Dream Act students at interest rates reflective of federal loans. The loans would be repaid after graduation in accordance with industry standards.
