Caesar Rodney Teacher Arrested for Having Sex with 13-Year-Old Student

CAMDEN, Del. (WBOC)- Dover police have arrested a Caesar Rodney School District middle school teacher accused of having a sexual relationship with a 13-year-old male student.

Twenty-two-year-old Stephanie Seabury turned herself in to the Dover Police Department on Monday morning. She was charged with one count of sexual abuse of a child by a person in a position of trust or authority, a felony. Seabury was issued a $40,000 secured bond by Justice of the Peace Court 7.

She posted bail and was released from custody late Monday morning.

Seabury is an English teacher at Fred Fifer III Middle School in Camden and the 13-year-old was a student in her class, according to police.

Dr. Kevin Fitzgerald, superintendent for Caesar Rodney, released a statement saying Seabury has been suspended with pay since officials first learned of the sex allegations.

"The district will take the appropriate personnel action as dictated by state and federal regulations," Dr. Fitzgerald said in his statement.

Investigators said Seabury and the student met numerous times at a pre-determined location, then went to her apartment at Woodmill Apartments in Dover.

Police said they believe that on Feb. 26, the two had sex at Seabury's apartment after driving the student there after school. Investigators said they were able to retrieve surveillance footage of Seabury and the student exiting the school and walking toward the teacher's vehicle shortly before 4 p.m. on that date.

Police said the investigation also revealed that Seabury and the student exchanged several explicit phone messages and photographs during the inappropriate relationship. 


Seabury's attorney, John Garey, spoke with reporters briefly after his client was arraigned.

"My client has maintained her innocence," Garey said. "She has a right to a preliminary hearing scheduled for Friday. She's innocent until proven guilty by the state beyond a reasonable doubt."

Police say Caesar Rodney has been cooperative during the investigation.

“Upon learning of alleged inappropriate behavior of a Fred Fifer III Middle School teacher with a student, the Caesar Rodney School District immediately contacted the appropriate law enforcement agency," Dr. Fitzgerald said in his statement. "The district has since continued to work with law enforcement and the Attorney General’s office during their investigation."

Caesar Rodney is offering counseling to students and staff at Fifer Middle School if they want it. And a letter went home Monday to parents and guardians of kids at the school.
