Millsboro Man Arrested for Home Improvement Scam

REHOBOTH BEACH, Del.– Authorities say an unlicensed contractor from Millsboro is facing charges in connection with an alleged scheme to defraud a 68-year-old homeowner.

According to the Delaware Attorney General’s Office, 42-year-old Eric Lepkowski was arrested Friday on one count of home improvement fraud, one count of theft of a senior, three counts of unlawful use of a credit card, and three counts of identity theft, then released after posting a $10,000 secured bond.

Attorney General Beau Biden’s General’s Consumer Protection Unit began an investigation earlier this year following a complaint from a Rehoboth Beach homeowner.

Investigators said that between February and August of 2013, Lepkowski told the victim he was a contractor with First State Home Services, and secured more than $10,000 for a home improvement project that was never finished.

The victim paid $1,600 up front, placed $600 in a Lowes account, and gave permission to charge and additional $5,000 to a credit card, investigators said.

Lepkowski continued to demand money for labor and material costs, and failed to produce receipts for purchases, according to investigators, who said the victim eventually obtained receipts personally and discovered more than $1,500 in unauthorized purchases.

Investigators also said they revealed unauthorized charges from the victim’s credit card to Lepkowski’s personal credit card charging account, before he abandoned the project.

Investigators said a review of Lepkowski’s work showed materials purchased for the project were never installed, and the work that had been done was not up to code. Additionally, officials revealed he was not licensed in Delaware to complete electrical and plumbing work, which were a part of the project.
