Del. Sex Offender Arrested on Child Sex Charges

FELTON, Del.- Felton police on Wednesday arrested a registered sex offender on child sex charges.

Phillip Allman, 29, of Harrington, was charged with one count of first-degree rape, three counts of first-degree sexual abuse of a child by a person of trust, one count of continuous sexual abuse of a child, three counts of a dangerous crime against a minor under 14 with criminal sexual conduct, two counts of second-degree unlawful sexual contact and three counts of a sexual offender failing to comply with prior provisions of Section 4121.

Allman was previously convicted of third-degree sex offense of a child between the ages of 12 and 15 in December 2006, according to the Delaware Sex Offender Regstry.

Following his arrest on the aforementioned charges, Allman was committed to Sussex Correctional Institute in lieu of $415,000 secured bail.
