Man Found Inside Taxi Identified; Death Ruled As A Homicide

MILLSBORO, Del. (WBOC) - Delaware State Police say a man was found dead inside a taxi cab parked on the shoulder of a road in Millsboro. Police have now ruled the man's death as a homicide after originally classifying the death as "suspicious."

They have also identified the victim as 45 year old William Toomey of Millsboro. Toomey was a taxi cab driver for the Delaware Beach Taxi.

Further details as to the cause of death are not being released due to the ongoing investigation. 

Police say a passerby called troopers and reported a suspicious taxi on the shoulder of Country Living Road, west of Hardscrabble Road around 10 p.m. Wednesday. Troopers arrived and say they found Toomey's body inside the passenger compartment.

Bill Bunting had passed that vehicle only a short time before then.

"I saw this black vehicle with the lights blinking. He was over too far in the shoulder, like he was in the field," he said. "I slowed down, but I didn't stop. Maybe I should have. I figured that time of night on a lonely road - it's not too smart."

Frances Tate lives on Country Living Road.

"It's a very quiet neighborhood even during the day. You very seldom see anyone out," she said.

That's why she was so surprised to hear what had happened just a short distance from her home.

"Very shocked. I can't believe it. It's so nice and peaceful and quiet here."

And Bunting was shocked to find out there was a man dead inside the vehicle he had passed.

"I was. That's very unusual around here," he said.
