Rehoboth to Call for a Moratorium on New Pools

REHOBOTH BEACH, Del. - In Rehoboth Beach, debate is rising over pools, as the commissioners consider a moratorium on new pools in the city. All of this because city leaders have increasingly started to hear complaints from neighbors about noise and lights. 

Mayor Sam Cooper said that the main issue has been with large rental homes that open their doors to many renters at a time. He said some homes can host up to 20 to 30 people at a time. He said this influx of people can lead to a more commercial pool popping up in more residential areas. 

"The noise and lighting are the two that people are particularly complaining about," he said. "Again a lot of times it's not -- It's just kids having fun but it's - you know - if it starts at 9:00 in the morning and goes until 10:00 or 11:00 at night or later, it's a real source of irritation." 

Joe Knoll, a resident and pool owner of 40 years tells WBOC that the town has a problem with these large rental homes. 

"I don't view a pool as being the problem," he said. "The problem is the renters. The problem is the big houses that come down here with dozens of people in these houses. And they create the noise. The pool doesn't create the noise." 

But other pool owners like Bernie Bateman said that a moratorium would be too extreme. 

"There is always another way," he said. "I mean if people were too loud and there is a rule of what is too loud, then yes. I mean there are consequences for that. But to swing that far and just rule out pools - you know - it's just not right." 

Bateman said that a moratorium would be a financial burden on people selling their homes. He recently sold a home on Hickman Street and said the pool boosted the lot's value. 

"People will pay more money to have a pool," he said. "That's plain and simple. There is a value for pools and the renter and user are very willing to pay." 

The commissioners will vote on the resolution to establish the moratorium at their 7:00 meeting on Friday at Rehoboth Beach City Hall.
