Man Found Not Guilty by Reason of Insanity in Shooting

ALEXANDRIA, Va. (AP) - A cab driver has been found not guilty by reason of insanity in the shooting of an Alexandria police officer last year.

After a four-day bench trial, Judge James Clark ruled Thursday that 29-year-old Kashif Bashir did not know right from wrong when he shot Officer Peter Laboy in the head after a traffic stop.

Laboy survived but suffered traumatic brain injuries.

Bashir had initially been ruled incompetent to stand trial, but he was ordered to take medication that restored his competency.

Testimony indicated that Bashir was diagnosed as schizophrenic and heard voices urging him to kill. A family member testified he saw his mother commit suicide by setting herself on fire when he was a child.

Bashir will be held at a state hospital pending further hearings.
