Woman Arrested after Leaving Children Outside in Rain for Hours

SMYRNA, Del.- Smyrna Police arrested a woman after her children were left outside in the rain for several hours, without any shoes or socks.

Police say they responded to the 300 block of Artic Lane around 10 p.m. on Oct. 22 for a welfare check of two small children. Officers say the two children, an 8-year-old and 12-year-old, had been locked out and left outside for about four hours.

Officers say they attempted to contact a parent or guardian, but did not receive a response.

Police say responding officers then took custody of the children and brought them to the Smyrna Police Department, notifying the Delaware Division of Family Services.

On Oct. 23, police arrested and charged the mother of the two victims, 32-year-old Jessica Hutkin. Hutkin was charged with two counts of endangering the welfare of a child and violation of a protection from abuse order.

Hutkin was arraigned and committed to the Baylor Women's Correctional Center in default of $3,000 secured bail.

Police say Hutkin was also arrested previously on Oct. 15 by the Smyrna Police Department from an incident that occurred on Oct. 3.

According to police, Hutkin left three of her children-- five, seven and eight years of age-- locked outside of the residence for several hours unsupervised with no parent or guardian at the residence. Police say officers stayed with the children and provided them with food and drink after all three juveniles advised they were hungry.

Hutkin was arrested on three counts of endangering the welfare of a child stemming from this incident and released on $1,500 unsecured bail. The Delaware Division of Family Services was contacted reference to this incident.
