Three Arrested for Heroin Possession in Dover

 DOVER, Del. - A traffic stop in Kent County, Delaware resulted in the seizing of over 100 bags of heroin after a month long investigation, according to Delaware State Police.

State Police say say around 3:50 p.m. Thursday, troopers with the Governor's Task Force in Kent County ended their investigation after receiving information about drug activity from a home in the unit block of Deborah Drive in Dover. Troopers say the investigation revealed that one of the occupants of the home, 19-year-old Kyiar L. Haith of Magnolia, was dealing quantities of heroin from the house.

Troopers say Task Force members responded to the house and after setting up surveillance, observed Haith leaving the home in a gray SUV with a white male driver. Troopers say they followed the vehicle for a distance and conducted a traffic stop after the driver committed a traffic violation. Upon pulling to the shoulder of the road, police say Haith, who was in the passenger's seat, left the car and ran, dropping items on the ground. Police say Haith was eventually caught by troopers and taken into custody.

Upon searching Haith, Police say he was found to be in possession of 78 bags of heroin and an additional 29 bags of heroin were found on the ground nearby. Police say the total weight of the heroin was 1.56 grams and they were all stamped "out of stock."

Police say the driver of the car was identified as 37-year-old Kenneth M. Collins of Felton. Police say he was arrested on an outstanding capiases out of Kent County Superior Court and Justice of the Peace Court 9.

After those arrests were made, police say unit members went back to the home on Deborah Drive where Haith's girlfriend, 40-year-old Jacqueline Hughes of Dover, was contacted and consent was given to search the room she and Haith rented. During the search, police say troopers found nine bags of heroin totaling .135 grams, as well as other drug paraphernalia including an empty bag stamped "out of stock."

Police say all three people were taken back to Troop 3 where Haith was charged with two counts of possession of heroin, possession with intent to deliver heroin, attempted tampering with evidence, conspiracy second and third degree, resisting arrest, and two counts of possession of drug paraphernalia. Police say he was arraigned at JP2 and committed to James T. Vaughn Correctional Center on $12,000 secured bond.

Police say Kenneth Collins was charged with possession of heroin, conspiracy third degree, possession of drug paraphernalia, driving while suspended or revoked, and improper signal.  He was arraigned at JP2 and committed to James T. Vaughn Correctional Center in lieu of $4,001 secured bond.  

Police say Jacqueline Hughes was charged with possession of heroin, conspiracy third degree, and possession of drug paraphernalia.  She was released on $2,000 unsecured bond.
