Del. Judge Knocks 15 Years off Man's Sentence

WILMINGTON, Del. (AP) - A judge has decided he was too harsh on a Wilmington man when he sentenced him to 35 years in prison for killing his friend.

Superior Court Judge John Parkins Jr. knocked off 15 years from the prison sentence of 27-year-old Jerome Collins.

Parkins' change of heart Wednesday came after Collins' defense attorney presented evidence that his client had a low IQ because of fetal-alcohol syndrome. Collins also was recently diagnosed with post-traumatic stress disorder caused by witnessing his father's murder at the age of 7.

Collins was convicted in the 2008 shooting death of his friend, 21-year-old Andre Jenkins.

Prosecutors say Collins had loaned Jenkins a bike, became upset after it was stolen and shot Jenkins, who died nearly a month later.
