State Investigated Slain Del. Girl's Mom 4 Times

NEW CASTLE, Del. (AP/WBOC)- Child protection officials in Delaware closed four separate investigations into a mother now charged in the beating death of her 4-year-old daughter, closing all of them after ruling that repeated complaints of abuse and neglect were unsubstantiated.

Officials with the Department of Services for Children, Youth and Their Families acknowledge that they didn't take enough steps to protect the children of 26-year-old Tanasia Milligan of New Castle and say they are now reviewing all four investigations.

Milligan and her boyfriend, 35-year-old Willie Reeder of Wilmington, were arrested Oct. 16 in the death of 4-year-old Autumn Milligan, whose body was found on the floor of the Budget Motor Lodge in New Castle on Aug. 8. The state medical examiner ruled that Autumn's death was a homicide caused by blunt force trauma. Police said an autopsy revealed Autumn had suffered multiple injuries, including abdominal bruising, in the days prior to her death. 

The state's most recent investigation into Milligan was in April.
