Man Arrested in Connection with Park Royal Murder

MILTON, Del. - Delaware State police say they have arrested a man in connection with a shooting that left one man dead and his brother injured.

The Delaware State Police Homicide Units says Carlos Juan Feliciano-Concepcion, 22 of Milton, has been arrested for the November 24th shooting death of 20-year-old Rogelio Martinez-Hernandez. 

Martinez-Hernandez's 14-year-old brother was injured in the shooting as well.

State Police developed Feliciano-Concepcion as a suspect through interviews and witness accounts.

State police say he incident occurred around 2:42 a.m. Monday November 24, 2014 when the Sussex County Emergency Operation Center (9-1-1) received a call of shots fired in the area of Park Royal Apartments.

A Milton Police Officer responded to the call and found two male victims parked in a vehicle outside the 400 building with gunshot wounds. First aid was rendered by the officer until Sussex County Paramedics and EMS arrived and transported the two victims to an area hospital.

Police say Rogelio Martinez-Hernandez was pronounced dead upon arriving at the hospital and his 14 year old brother, Marlon Martinez-Hernandez continues to be hospitalized in critical but stable condition.

Police say Carlos Juan Feliciano-Concepcion was arrested Thursday December 4 when he reported to his probation officer in Georgetown. He was transported back to Troop 4 and processed for the charges of Murder 1st, Attempted Murder 1st, two counts of Possession of a Firearm During the Commission of a Felony, and Wearing a Disguise During the Commission of a Felony.

He was arraigned at JP2 and committed to Sussex Correctional Institution where he is being held without bail.

The Delaware State Police Homicide Unit continues to investigate this incident and no motive has been established at this time.
