REHOBOTH, Del. – The owner of Relaxed Spa, a massage parlor, has been arrested and charged with promoting and permitting prostitution.

Delaware State Police have continued to investigate Relaxed Spa and Top Quality Spa, both located on Rehoboth Ave., after they uncovered prostitution happening at each spa back on December 4th.

Police say Dazhong Wang, 50, of Smyrna, was taken into custody after he was scheduled to meet with an officer from the State Fire Marshal's Office in Dover Thursday afternoon. Investigators say Wang also owns two other spas located in Dover and Smyrna. A fourth business in Middletown Wang once owned was shutdown in January 2014 for prostitution.

State police say Wang is being held on $5,500 bond.

This story was made public earlier this month, after an undercover police officer was offered sex in exchange for cash by Xiangyu Jin, 44, a masseuse at Top Quality Spa.

The same detective then went to the Relaxed Spa for a massage. This time masseuse Meizhu Zhang, 43, offered him sex for cash.

In both cases the detective refused and left.

Shortly after, investigators executed search warrants at the spas. At Relaxed Spa, Zhang and Howard Brand Jr., 46, were taken into custody. Police say Brand was at the business to give Zhang cash for performing a sex act.

Police say at Top Quality Spa Jin and another masseuse, Yan F. Dong, 40, were taken into custody. Business records and prostitution paraphernalia were seized during the execution of the search warrants of both businesses, police say.

The three suspects were charged with the following as a result of the investigation:

Meizhu Zhang: Prostitution; Engage in practice of Massage and bodywork therapy without being duly licensed. Arraigned at JP3 and released after posting $550.00 secured bond. (Photo Attached – Red shirt)

Xiangyu Jin: Prostitution; Engage in practice of Massage and bodywork therapy without being duly licensed. Arraigned at JP3 and released after posting $550.00 secured bond. (Photo Attached – Hair over right eye)

Yan F. Dong: Prostitution; Engage in practice of Massage and bodywork therapy without being duly licensed. Arraigned at JP3 and released after posting $550.00 secured bond. (Photo Attached – Hair over left eye)

The following individuals were also contacted and found to be patronizing the businesses in exchange for sex acts:

Arthur J. Stouffs, 72 of Bethesda, MD: Patronizing a Prostitute or Request Sexual Contact in Return for Fee. Released on Criminal Summons

Richard L. Engle, 38 of Magnolia: Patronizing a Prostitute or Request Sexual Contact in Return for Fee. Released on Criminal Summons

Barry C. Lenhart, 72 of Lewes: Patronizing a Prostitute or Request Sexual Contact in Return for Fee. Released on Criminal Summons

James S. Shortley, 80 of Rehoboth: Patronizing a Prostitute or Request Sexual Contact in Return for Fee. Released on Criminal Summons

It's been a dreary Thursday on Delmarva as we see and feel the impacts from today's Nor'easter.

Hopping over puddles to get home, Steven Howard says today's weather is not a good mix.

"If you notice the wind is picking up, then you have to worry about that, tree branches falling down, it's not safe," says Howard.
