Two Charged With Possession of Heroin at Dover Downs


DOVER, Del. – Dover Police say they made two arrests for heroin possession after witnessing surveillance tape of a drug transaction at Dover Downs Casino Sunday night.

Officers responded to the casino around 10:37 p.m. for a report of a white female asking customers for painkiller medication.

Review of surveillance footage led casino security guards to observe a black male suspect conducting a transaction with the woman. According to security personnel, the pair exchanged a clear plastic baggie containing a white powder.

Officers at the scene made contact with 20-year-old Christina Ligameri and discovered she had 402 baggies of heroin, weighing 6.045 grams in total.

Using surveillance footage, officers identified 29-year-old Mustafe Whitfield. Upon contacting him, they discovered he has brass knuckles, Ligameri's wallet and her Delaware ID card.

Dover police charged both individuals. Ligameri was committed on $22,000 secure bond. Officers say Whitfield was committed on $50,000 cash bond.
