Va. Senate Panel Rejects Plan to Cut Carbon Emissions

RICHMOND, Va. (AP) - A state Senate committee has rejected a proposal for Virginia to join a regional cap-and-trade initiative aimed at reducing carbon emissions from electric power plants.

On a party-line 8-7 vote Thursday, the Agriculture, Conservation and Natural Resources Committee defeated Sen. Donald McEachin's bill to have Virginia join the Regional Greenhouse Gas Initiative, a cooperative effort of nine Northeastern states.

The states place annual caps on carbon emissions, and power plants must purchase allowances for each ton of carbon they emit.

McEachin, a Henrico County Democrat, drew support from environmental groups and cities in Hampton Roads, which face massive costs dealing with sea-level rise and recurrent flooding. Half of the proceeds from the program would be earmarked for that purpose.

The measure was opposed by manufacturers and gas and electric companies.
