Frankford Man in Critical Condition After Thursday Evening Crash

FRANKFORD, Del. – The Delaware State Police are investigating a crash that left one man in critical condition Thursday evening.

Troopers say it happened around 5:49 p.m. Investigation revealed Maria De Lourdez Rios-Ochoas, 39, of Dagsboro, had come to a complete stop at the intersection of Dupont Highway (US113) and Swamp Road while traveling eastbound on Swamp Road. According to police, as she pulled into the southbound lanes in an attempt to cross the highway, she entered the path of another car, driven by Jose Cortez-Rodriguez, 25, of Frankford.

Troopers say the front of his car hit the side of her car, causing both vehicles to spin out. A passenger in Cortez-Rodriguez's car, Carlos Cortez, 32, of Frankford, got out and was standing to the right of the vehicle when a third car traveling southbound in the right lane hit the rear of Cortez-Rodriguez's car, making it spin and knock Cortez to the ground, police said. Kimberly Wright, 42, of Fruitland, was behind the wheel of the third car, according to troopers. She came to a stop in the center of the southbound lanes.

Cortez was taken by EMS to Peninsula Regional Medical Center in Salisbury before being transferred to Baltimore Shock Trauma in critical condition.

Rios-Ochoas and her two children were properly restrained and uninjured.

Cortez-Rodriguez and Wright were also properly restrained. Police say they were transported to Atlantic General Hospital and treated for non-life-threatening injuries.

Delaware State Police are continuing to investigate this collision, and charges are pending.

Troopers say alcohol was not a factor in the crash.

Southbound US113 at Swamp Road was closed for approximately three and a half hours Thursday evening as the wreckage was cleared.
