Dover Man Arrested on Heroin Charges

DOVER, Del.- Dover police say a traffic stop led to the arrest of a man found to have 78 bags of heroin in his possession. 

Police said that at around 8:26 p.m. Feb. 5, officers from the City of Dover Police Drugs, Vice, and Organized Crime Unit/Operation Safe Streets Unit conducted a traffic stop on Saulsbury Road, north of Forrest Avenue.

Officers say they talked with all of the people inside of the vehicle. Police say they located 78 bags of heroin in the pocket of 30-year-old Marshall Rivers.

Police say Rivers was arrested at the Dover Police Department and charged with possession with intent to deliver heroin Tier 1, possession with intent to deliver heroin with an aggravated factor, possession of drug paraphernalia and violation of probation. 

He was ordered held in the James T. Vaughn Correctional Center in Smyrna in default of $15,500 secured bond and an additional $5,000 cash bond.
