Milford To Craft Master Revitalization Plan

MILFORD, Del. - One by one, Tricia Vicks loads up a tray with cupcakes, from Red Velvet and Mudslide to Caramel Apple and Chocolate Strawberry. She said in the last couple months since she set up shop downtown, one thing has been clear.

"Once you're in (the store)," she said. "How could you not buy a cupcake? Really. Who can resist."

Vicks said business has been good, but added that foot traffic was lacking downtown.

"If we can get people out and walking to see what downtown has to offer," she said. "That would be fantastic."

This goal of revitalizing the downtown area is shared by the city council as well. On Monday, the council approved a proposal from a South Carolina consulting company - Arnett Muldrow and Associates - to create a Milford Downtown Master Plan. The total cost of the plan will be $27,250, of which the city is responsible for $3,250.

The remaining $24,000 is being paid for through a grant from the Delaware Economic Development Office. Mayor Bryan Shupe said getting businesses to fill vacant buildings would be key.

"There are individuals who would love to see more art galleries," he said. "Love to see more theater productions as well. There's also people who would like to see as I said before more restaurants. More retail."

The consulting company is expected to hold multiple public sessions over the next couple months. Shupe said he is hoping for the report to be completed by "early summer."

Milford is currently working on two other grant requests as well. The council is considering the commitment of $60,000 in local funds, in exchange for a $300,000 grant from the USDA - accompanied by $2 million in loans. The city is also looking for funding from the Delaware Tourism Office, which would go towards the marketing of the downtown area.
