AG: Dominion Customers Should Get Small Refund

RICHMOND, Va. (AP)- Virginia Attorney General Mark Herring's office says customers of Dominion Virginia Power are entitled to a small refund, one that would have been much bigger if Dominion-backed legislation hadn't become law last year.
    
An expert witness for Herring testified before the State Corporation Commission Thursday that Dominion customers should get a $11.2 million refund because they overpaid in 2013 and 2014.
    
Ralph Smith said customers would have been entitled to a refund of at least $188.4 million if the General Assembly hadn't passed a 2014 law that allows Dominion to write off costs associated with a proposed nuclear power plant.
    
A spokesman for Dominion said its rates were appropriate and the company will file a rebuttal in the ongoing rate case that the SCC will decide later this year.
